Total numbers of available 3" howitzers and 3" field guns are around 500 each, less than 100 3" cavalry howitzers are available.

Azerbaijan has noted a disturbing trend in Persian political relations vis-a-vis the international community. First, they buy a bunch of weapons. Then they suddenly decide to ditch their army and "trust in the goddess" for national protection, then say everybody's out to invade/imperialize them. Suddenly, international relations steady out nicely and quietly, and the neighbors breathe a sigh of relief. Then the Persians start madly buying weapons again...
Azerbaijan is concerned about whatever the Persian leadership is drinking or smoking.
