Capitan Prat Design II-A, Chilean Battlecruiser laid down 1937
In 1936, despite the decision to construct the replacements for Constitucion and Libertad as a heavy cruiser and fleet carrier, the General Board continued to press for a new capital ship to meet the "threat" posed by the Peruvian Almirante Villar. Although the precise specifications of the Peruvian battlecruisers were unknown (Chile knew two ships had been ordered from India), the General Board requested firepower greater than that provided by "mere" 12" guns, but wished to avoid the rise in displacement that a 15" gun would entail. Oyama Pacific Armoury, in the middle of developing Constitucion's new rifles and finishing the 15"/L51 battleship gun, did some exploratory work into a new 13.4" (340mm) breech-loading gun but was an unenthusiastic participant.

The design the General Board received was similar in many respects to the Constitucion-class battlecruiser designs, but had an all-forward armament of two quad turrets. Armour was rearranged, thinning the main belt in exchange for thickening the turret faces, roofs, and barbettes by several inches, and improvements in speed and deck armour were also added. All this resulted in a need to heavily-bulge the ship for stability, even as questions arose about the quad turrets fitting on the demanded beam.

In the end, a combination of politics and design flaws killed the design. The chief naval constructor, Eduardo Jensen Vilches, heavily critiqued the design, and engaged key members of the General Board who persistently attacked the ship's design faults. In late 1936, it became increasingly likely that Peru would not acquire both battlecruisers of the Almirante Villar class, and the commander of the Flota de Alta Mar, Almirante Vincente Foxley, declared that existing ships could adequately contain a single Villar. The proponents of a 13.4"-gunned battlecruiser would make a last-ditch try with an improved design for 1940 funding, having addressed all the previous concerns, but they would be poetically outgunned in their quest to acquire another battlecruiser.

Blanco Encalado Design I-A, Chilean Fleet Carrier laid down 1937
Prior to the sale of the battleships Constitucion and Libertad to Colombia, the Chilean Navy had been investigating the construction of a second aircraft carrier, to be laid down in 1937. One of the designs proposed was a "medium-sized" flattop noted chiefly for it's use of eight 6" guns... in hull casemates. Curiously, it was not this anachronistic use of firepower that doomed the design, but rather the increasing belief that the design would prove unable to operate modern monoplanes. Although the Design Board seemed pleased by the design, the Armada de Chile Arma Aérea requested more length and beam.

When Chile's predreadnoughts were sold to the Colombian Navy, the resulting Replacement Order (Reemplazar C) provided the Navy's aviators with the chance to push an even larger vessel than the one originally proposed. Eventually, they hit upon a scheme to build a matched armoured cruiser and fleet carrier - although the warships eventually procured were substantially different than first envisioned.

Esmeralda-class, Chilean Destroyer Leader laid down 1939
The Esmeralda-class heavy destroyers were one of the projects which the Chilean Navy sincerely wanted to build, but could never quite manage to fit into their budget. These destroyers were first ordered in 1938 under the names Esmeralda, Ministro Zentento, Presidente Errazuriz) and Blanco Encalada, with the last three units eventually being renamed Almirante Williams, Almirante Goni, and Almirante Riveros; but none of the ships were ever laid down.

Comments and Notes:
The Esmeralda-class large destroyers were ordered under the 1937 Naval Bill. They were originally to be laid down in 1938, but plans changed and all four ships were cancelled; they would be reordered in 1939.

A number of designs were proposed for the Blanco Encalada, with one design, a 12x15"-gunned heavy battleship, actually being laid down. However, construction was almost immediately halted and restarted as an battlecruiser.
