I'm not sure whether the armament will fit very well. There isn't a great deal of room on the centreline even if the 3" weapons are moved to the beam.

I don't see why you'd need 3" AA guns if your ship is carrying a DP main armament. That would be like installing 4" guns on a "Dido". Why not go for an extra 4.7" gun? Or, if you feel 3" guns are an absolute necessity, they should be in lieu of the 37mm mountings as in the Gearings (except singles in lieu of twins instead of twins in lieu of quads). Given the 38' beam you may also want to consider dropping the 3" guns altogether for pentad torpedo tubes in place of the quads. I really don't think your DD design is long enough for seven centerline gun mountings. Other than that, I think it sounds pretty reasonable.
