Anglo-Bharat Unilateral Security Entente

INTRODUCTION

In the interest of friendly neighborly relations and regional economic development, the signatory states has agreed on a series of measures as follows.


PART 1 – TRADE

§1 The British Empire and the Empire of Bharat will politically and economically promote the forming of joint ventures by British and Bharat companies in the following areas:
- marketing Bharat raw materials and products via the British worldwide Empire.
- marketing British products in the Empire of Bharat.
- exploiting the natural resources in the Empire of Bharat.

§2 The British Empire and the Empire of Bharat will abolish all customs duties along the borders between Burma and the Empire of Bharat.

§3 The British Empire agrees to guarantee the continued flow of oil to the Empire of Bharat.

§4 The Empire of Bharat agrees to guarantee that trade routes between the British Empire and their Far East dependencies will be maintained free of any eventuality that could interfere will the normal flow of goods between them.


PART 2 – INFRASTRUCTURE

§5 The British Empire agrees to help develop the infrastructure of the Kingdom of Hedjaz, with the understanding that the British Empire will have full utilization rights to all current and future facilities in the Kingdom of Hedjaz for eternity.

§6 The Empire of Bharat acknowledge to the peaceful resolution of the current situation of Burma, with the current borders of that colony being declared legally binding for eternity. The Empire of Bharat agrees that the British Empire would take the lead in helping that colony reach their final stage of development, with full support of the Empire of Bharat in the decisions made by the British Empire to accomplish that.

§7 The Empire of Bharat agrees to allow the British Empire free use of their postal service, in order to secure a faster delivery of mail to Burma and their other Far East dependencies if they so desire.

§8 The Empire of Bharat agree to provide facilities for refueling and the maintenance of British Empire’s ships.


PART 3 – NON-COMMERCIAL SERVICES

§9 The British Empire and the Empire of Bharat agree to protect civilian shipping of the other nation in international waters adjacent to their own territorial waters.

§10 The British Empire and the Empire of Bharat agree to guarantee citizens of the other nation medical treatment in case of need.

§11 The British Empire and the Empire of Bharat will initiate a program of student exchange between universities in both countries.

PART 4 - MILITARY COOPERATION AND ASSISTANCE (OOC: Considered Secret to the rest of the World).

§12 The British Empire and the Empire of Bharat agree in the case of third party aggression against either signatory, the other will - in extension to §9 and §10 above - render naval assistance in international waters adjacent to both signatories own territorial waters., including but not limited to the establishment of naval exclusion zones and joint military operations.

§13 The Empire of Bharat will leave Satsuma at the earliest possible time allowed by the Charter of the Satsuma Agreement, with this current entente not being declared binding until such time as above indicated occur.

§14 The Empire of Bharat pledges in the case of third party aggression against the British Empire their full military establishment will be at the service of the British Empire till that threat is extinguished or the threat is considered over. The British Empire is expected to give the same courtesy to the Empire of Bharat if the roles are reversed.

§15 The Empire of Bharat agrees to limit their Fleet to 35% of the size of the Royal Navy with the exception of aircraft carriers, amphibious operations ship, escort ships, antisubmarine ships and minor units. The Empire of Bharat will be limited to three fleet carriers and two light carriers at any given time, with any excess being either scrapped or being moved to secondary roles. The Empire of Bharat amphibious capabilities will be frozen to the numbers by February 1st 1939 until February 1st 1949, with any new construction forcing the scrapping of a similar numbers of units. Escort, antisubmarine and minor units will be free of limits.

§16 The Empire of Bharat agrees to limit their Fleet to the size of the Australian Fleet, except when is not in conflict with §15 above. In such cases the British Empire will serve as final arbiter of any conflict caused by differences between §16 and §15.

Actually, Vuk's right, it should be Bilateral. Unilateral would mean that either Britain or India is imposing the treaty on the other.

The Empire strikes back! Now just needs South Africa's territory to complete the process into OTL.

The overall situation is that the UK gets India, and India gets not to be attacked when one of the other Satsuma nations goes on a nutter.

Really a shame part 4 is secret.

Though I suppose it saves me some writing :)

Clauses 1-3 are going to look terrible on their own, as it appears India is getting the better of the deal in exchange for the security of Burma, which as I recall was garunteed in the Pakistan deal. The refueling bases will help some, but are not critical.

As to Hedjaz, we should be used to Bahrat treating other people's land as theirs to dispose of.
Hmm, I need to go look at Rocky's Asir war. I think Hedjaz was supposed to be independent and the UK recognized it... in which case signing a treaty regarding Hedjaz without including them is somewhat humorous. The Great Power mindset.
