On a boat of this size, I'd stick with 21" torpedoes, unless you're using a short 600mm of some sort, to keep the top weight down.

Do those weapons really fit onto a ship this size?

The problem is that Yugoslavia doesn't have any torpedoes between 18" and 23.6", and the 18" torpedoes are just too small. The torpedoes should fit. The smilarly sized Mexican ex-O'Brians, carry 8x21" torpedoes and 3x5" guns.
