Given that you've not built anything needing a class 3 slip yet, owning two might be a bit premature. I'd recommend converting one of them into a few smaller slipways - you'd be surprised at how many small ships - DD, FF, sloops, minesweepers, subs - you might find yourself needing.

I might be wrong but I only get to 23 points used...
3+3+(2x1)+2=10 (not 13)
3+1+(4x0.5)=6 (not 9)
3+2+(2x1)=7 (not 8)
so 10+6+7=23...

Well it could be that those slips were of the 2nd category until recently, but have been upgraded to class III due to certain planned building projects (mind you that it is not complete yet since he does not have the class III dock to repair his ships). That is the way it went with Japan's type V slips and dock. This was a premature move by the Bakufu due to the construction of bigger ships in the near future. But due to the restrictions of the CT, it was all a waste of time, Ryo and manpower to convert those slips (if you have looked at the Q2 1922 report, you'll see that they are all being used to build 600 ton destroyers).
Still, you might want to use the remaining points for some more small stuff, like the Rock Doctor said.

(When I made my infastructure, the 3 FSS classes were not planned. If I knew back then that I would build ships like that, I would probably have added a few additional smaller slips.)
