Bulgaria notes with interest the slow progress of battleship construction, scratches their collective heads, and shrugs.

Greece's shadow-carrier program always has interested me; it'd be interesting to read if you ever felt like explaining the grand strategy behind it.

The Battleships are progressing slowly due to resources being diverted to the shadow Destroyer Program. By nature, Greece needs more destroyers and small craft than battleships.

The rationale for the shadow carrier program was mainly alliance value for the Greek fleet. In the post CT environment Greece could rapidly expand its carrier forces, potentially faster than other powers as the geo-political environment shifts in a treatyless world.
