Blanco Encalada-class Battlecruiser

Blanco Encalada-class, Chilean Battlecruiser laid down 1940
The Chilean Navy had long planned to build new capital ships to replace the aging Almirante Latorre-class dreadnoughts, but the increasing cost of fast battleships caused deep concern amongst the members of the Naval Board. In 1938, continued concern over Peruvian naval expansion, even in the aftermath of the 1937 Peruvian Civil War, led the Chilean Navy to purchase the plans for the Excelsior-class battleships from Canadian Vickers. In 1940, the keel of this ship was laid, with an estimated cost of nearly $101 million USD.

Although originally laid down as a battleship, construction on the Blanco Encalada was halted after only three months as the Naval Board had second thoughts about the price of the vessel. More to the point, the acquisition of the recently-rebuilt Nordish battlecruiser Dristigheten eliminated much of the perceived need for a 15" gunned capital ship. The Naval Board quickly reviewed their options, and elected to convert the battleship's keel and complete the ship as a much smaller, faster, 12"-gunned cruiser-killer. This new design would cost approximately $61.2 million USD, a savings of nearly $40 million USD.

In 1941, with the continued growth of the Peruvian light cruiser fleet, a second ship tentatively named the O'Higgins was ordered to the same 9x12" design. The cruiser-killer design was again preferred for reasons of cost to a more powerfully-armed but slower vessel, as it could operate as an escort to the increasingly-important Fast Carrier Force, or as the flagship of an independent surface-action task force.
