Magallanes, Chilean Cruiser laid down 1940

Following the 1937 Peruvian War, the Armada de Chile's planning staff was alarmed by the rapid rebound and modernization of Peruvian naval assets. Although the Peruvian Congressionalists won the Civil War, and the Chilean Navy decisively retained overall control of the Pacific Ocean throughout the campaign, the Peruvian Presidentialist naval forces put up a commendable fight considering the odds against them. Chilean naval attaches in Europe quickly learned of the construction of two Geman-designed 15x6" light cruisers, Quechua and Quito, in German yards. This rapid Peruvian resurgence required a Chilean response.

In 1938, the Naval Board approved the first designs for what would eventually become the Magallanes-class light cruisers. The design team based their new ship off a 12x6" cruiser design dating from the tense days of the South American War, but substantially updated the vessel's capabilities in terms of armour, speed, range, and most importantly, electronics and fire-control fit. The Naval Board, based on their experience with the preceding Atacama-class cruisers and observation of the Argentine General Belgrano-class (very similar to the Peruvian Q-class), specified a twelve-gun layout with a 34-knot speed and heavy cruiser-level armoured protection. All this was acquired at high cost, and by the time of her keel-laying, Magallanes was the largest "light cruiser" by displacement in the world. In fact, the Magallanes was larger than the first Chilean heavy cruisers, and displaced only eight hundred tons less at full load than their coast defense battleship.

Having seen firsthand during the Peruvian War what their own naval aircraft could dish out, the Chileans fitted a heavy secondary battery of dual-purpose 110mm guns, supplemented by triple 40mm mounts. Some officers pushed hard to equip the ships with the 3" automatic guns just entering service, but this never panned out.
