scouts: slightly more than 1/2 CL, usually abit faster than a CL (at least that's the idea) - see Hasta la Vista with her 6 13 cm guns vs AK with her 12. OK, AK is faster...

Atlantis also has what could be termed as scout cruisers. They are roughly 4000 tons and have double the 4" armament that even the newest destroyers have.

So they are kind of a "Destroyer Leader"?

But do you get away with the .5 hull strenght rule?

Atlantis also has purpose built "destroyer leader" cruisers in the same tonnage catagory but they are armed with 5.5" guns instead of the typical DD amament of 4". They have a speed compairable to the DD's and act as the capital unit of the flotilla inflicting dammage on enemy DD's in support of its own with its heavier broadside weight.
The Scout cruisers are old and have a speed more comparable to older BB's. They have little armor but have double the firepower of the typical DD. Their service life is fading fast unless they recieve a complete rebuild which is unlikely as newer cruisers are more the preferance.
