Hmm. Now that looks pretty reshpeckobiggle to me. Just three guns short of an S&G, from the looks of her. Looks like an excellent raider.

A baby Richelieu. How cute!

But 27,700 tons is a lot to pay just for 6 12" guns firing a light shell. Good belt thickness, but shallow, and no splinter protection at the ends means reduced speed if there's any damage at the waterline.

I do kinda like all-forward designs. Maybe have a little glance at the Italian armoured cruisers - they share the same gun loadout.

Range is a bit short as well. But it's VERY fast, so if that is something that you want, the design has merit.
