Japan's member of the Council, Viscount Ishii Kikujiro, got up to speak. To senior League of Nations members that were present, Ishii was a familiar face. Even those delegates who were not there when Ishii was part of the Japanese Delegation during the first half of the 1920s, knew who he was due to him having been the President of the infamous 13th Council Session, which took place after the attack on the Nordmark royal family and the unprovoked invasion of South Georgia by Argentina.

Ishii had been Vice Minister for Foreign Affairs from 1908 to 1912, ambassador to France from 1912 to 1915, Minister for Foreign Affairs in 1915 and 1916, he was a member of the House of Peers (1) from 1917 to 1924, a special envoy to the United States in 1917 and 1918, ambassador to the United States in 1918 and 1919, and member of the Japanese delegation at the Paris Peace Conference.

His League of Nations work started in 1920. He had been a Delegate member to the League of Nations during the Assemblies from 1920 to 1926, serving as Vice-President Elected by the Assembly in 1920, 1921, 1923 1925 and 1926. He also served as Council Member to the League of Nations, between 1920 and the first half of 1927, in Council Sessions 10-17, 19-22, 25-37 and 40-45 while being Council President during the infamous 13th Council Session as well as the 26th Council Session.

Right now, Ishii was a member of the Privy Council (2), a position he got back in 1925, and at the Request of the Emperor, the Viscount had returned to serve as Delegation member and Council member to the League of Nations in February, 1933 (3). He had participated in all Assemlies since then and participated in all the Council Sessions, exept the 81st and 82nd which he missed due to illness.

"Mr. Tarkowski," Ishii began. "As the Empire of Japan refuses to acknowledge the existence of the... 'Republic' of Wilno." There was not much respect in Ishii's voice when he mentioned the word 'Republic'. "... I kindly request that you will remove yourself from the Council Chamber. If you do not, then I shall leave the Council Chamber and won't return until the unwanted element has been removed."

Ishii sat down and began to wait. He was curious what would happen next. Would the man leave or would he stay? And if he stayed and the Viscount walked out, would he be removed by the other nations? Who would the Council let stay? The Veteran League of Nation member from Japan who was well respected by all or some insolent dog who just barged in and began to bark at all those present?

Romania's PM stands and completely ignores the Wilno delegate.

"Gentlemen, we have had news today of Russia's plans to potentially intercede in the Lithuanian crisis. This could potentially lead to world war. Romania, would like to address both the Polish and Lithuanian delegations. Sirs, your continued hostilities have brought the world to the brink of another Great War. While Romania may have supported Poland in the beginning of these hostilities, due to its pro-Polish Foreign Minister, it now condemns both Lithuania and Poland for not showing much interest in a the Persian proposal. Is this what you want gentlemen, andothe Great War? It is not in the interest of Romania to do so, and it proposes that should hostilities not end by July 16th, at midnight, then the League prepare economic, oil, and military sanctions on both Lithuania and Poland. It also proposes that should Russia get involved in this mess as well, that the sanctions should apply to it as well.

OOC A bit of an about-face, but I REALLY don't want WWII to break out over Lithuania, so hopefully this may push the nations involved towards a cease-fire.

Tarkowski looked pained by Viscount Ishii's comment but responded in a measured and courtesous manner.

"Viscount Ishii, I appreciate your point of view, and I have no desire to stand before this august body, unproperly announced and unheralded by formal diplomatic protocols, much less exert a disruptive influence on this assembly."

He paused a moment, looking the Japanese delegate fully in the eye, before continuing. He spared not a glance at the Romanian prime minister.

"As a good son of Japan, and a loyal servent of the Imperial Government, Viscount Ishii, you will understand the imperatives of obligation and duty. I have been charged with a duty by the Republic of Wilno, whatever its status before this League of Nations. And I will be the first to agree that my diplomatic standing is highly dubious --" Tarkowski gave a wry, sad smile at this point, before going on "--which I neither requested nor expected - but I will discharge that duty to the best of my ability."

"I only ask that I be given the chance to state Wilno's case and explain my part in the scheme of things. And I would ask that you, Viscount Ishii bear witness for I believe your experience and strength of character in this council will be needed."

Tarkowski finally finished. He stood straight, quietly composed and attentive, waiting patiently to see what the decision of the delegates would be.

OOC: After being slightly stunned at the Japanese sending a representitive of standing and believed sane, he notes the news article in the corner of the mans' newspaper and thinks he understands the San Francisco delegate better.

Staatssecretaris of Foreign Affairs, Frank Reuter, Netherlands delegate :

We agree with the esteemed Chilean delegate that it is refreshing for this assemblage to move forward briskly.

League action was rejected in Paraguay, war has resulted.

Action in Bolivia was far to long in coming, war resulted and led to suffering in Chile and elsewhere.

The Kingdom of Saud called for league intervention on their border with Asir and was ignored, war resulted and half that land torn away.

Now we stand again at a the precipice of war, and action of some sort is most certainly warranted to prevent the same.

I am sure Mr. Tarkowski is genuine in his beliefs, sincere in his views and passionate about his side. With the possible exception of extreme and persistant violations of the fundemental rights of man (1), I do not believe it is a proper role for the League to determine matters internal sovereignty, and impose 'solutions' to internal problems.

In days of history, both the French and the British signed treatys with various tribes of the New World. If a representative of the red indian Mohawk nation appeared before this chamber pledging secession of it's ancestral lands from Canada and the United States, would this assemblage seek to impose that resolution on those nations? Of course not, because they are far larger than little Lithuania.

This assemblage needs to act to prevent one, or several, nations, from committing acts of war against Lithuania and fomenting unrest. Since matters have been pushed to this extent, we must realize that to achieve peace some Lithuanians may choose to make their lives elsewhere, a matter which would be made much more achievable with the cooperation and potential fiscal support of this body.


(1) I try to be careful about precedents. The Dutch rebelled against the Iberians, and were the second to recognize the American rebels (made a pretty penny selling arms) and so those (genocide, basic voting) must be legitimate reasons, but of course want to avoid any precedent for nations recognizing some rebels proclaiming Belgium in the 1830s or a say a reborn Sultanate of Aceh in the 1930s. 8p

"Bulgaria does not yet recognize the existence of the Republic of Wilno, and I don't have any authority to recognize Mr. Tarkowski as an ambassador at this time. Mr. Tarkowski, do you have the authority to accept the Persian Proposal on behalf of the Wilno forces, or if not to transmit that proposal immediately to your..." Kiosseivanoff caught himself. "To your comrades in arms?"

OOC: Bulgaria is basically asking if Tarkowski can deliver the ceasefire idea to the rebels or agree to it himself.

The Romanian Prime Minister,Octavian Goga stands to his feet and wearily takes a large drink of water.

Gentlemen, Romania has begun to retract its recognition of the so-called Republic of Wilno. Therefore, we do not recognize Mr. Tarkowski as a delegate of a recognized nation. That being said, Romania mentions that we have heard Atlantis's view on the matter, we have heard Poland's view, we have heard Lithuania's view, we have heard it seems everyones view on this matter except that of the so-called Republic of Wilno. Romania, then proposes we have this gentleman leave for the current time, we invite the Japanese delegate back in here to continue our vote on Persia's proposal, we consider Romania's proposal for sanctions on the parties currently engaged in hostilities in Lithuania, and then we bring this gentleman in to hear his tale. Romania considers that the vote on Persia's proposal, as well as its proposal for sanctions more important than listening to whatever the gentleman from Wilno has to say. Romania would like to hear an answer to the question posed by the esteemed Bulgarian delegate before Mr. Tarkowski leaves however.

Tarkowski looked back at Kiosseivanoff, and nodded. "I do have the ability to transmit any proposals of the League of Nations to the Wilno Government, although I must warn the Council that the transmission rate is rather slow, and it may be a day or two before any such message arrives and is anwsered, then it will take a similar time coming back."

"As to my authority to accept any proposal, I am only authorized at the present time to act as an intermediary, accepting or refusing any proposal is at the discretion of the Wilno Foreign Affairs General-Secretariat, and ultimately the First Parliment."

(OOC: I'm presuming Mr. Tarkowski has a copy of the Persian Proposal. Kiosseivanoff is attempting to be polite by giving the Wilno "ambassador" a good reason to leave before he is thrown out.)

David Tarkowski, bowed politely to Kiosseivanoff, and then to the rest of the League of Nations Council. He placed a shelf of notes into his briefcase.

"I shall do as you request, Mr. Kiosseivanoff. I have no wish to disrupt things any further, then I have already been forced by cirumstances to do so. I hope I will be able to have an answer, from the Wilno Government and First Parliment, to the points of the Persian proposal for the League's consideration in a few days time." Tarkowski pause, looking more then slightly unhappy. "I must warn you gentlemen that I don't expect an answer any earlier then the 18th of July, and it is more likely that a response will come by the 20th."

Tarkowski bowed again after saying this, then turned and left the chamber, escorted by a party of League of Nations security guards.

OOC: There seems to be a lot of non league members voting round here, or has the league grown a lot in the last 2 days.

IC:

Nordmark votes Aye to the Persian 6 point proposal, and offers her forces to lead the International force.

In the case that the 6 point proposal fails to be accepted, Nordmark requests that the League move to reconsider the right of the Polish nation to access to the port of Danzig, as it has obviously not learned any lessons from the war that gave rebirth to the nation.

OOC Sorry about all the reading. Me and some others were having an interesting discussion on whether or not Polands guilty or not before I caved by pulling my delegates, and replacing them with the new PM. Thats the gist of it. Do I vote or not? Im presuming this is a vote in the Assemby by which we all have to vote and majority vote rules? Or is it SC only?
