Romania's response is that the League should consider its proposal.
1. Evacuation of Polish forces, to be replaced by a LON force under a League appointed general.
2. Romania retracts recognition of Republic of Wilno. 3. Cease fire line to be established based upon the July 8th lines.
4. Cease-fire line to be policed by the LON force, neither side to come within 500 metres of it.
5. Peace settlement to begin between the Republic of Wilno, and Lithuania, to be held in a neutral nation.

Romania wishes to mention that this proposal is perhaps the best solution to the crisis. Romania also contends that peace in this region is what it has always wished. Lithuania's blatant refusal of a peace settlement, is in its view what led to Polish intervention in the first place. Had the Lithuanians been amiable to the offer of Nordmark for a peace conference between it and the Wilno Republic, Poland would have most likely not intervened. Also, if it had Romania would not have in any case supported it.

Bulgarian representative Georges Kiosseivanoff stood and addressed the Persian delegation. "Sir, I respectfully submit that we are not here to discuss Atlantean history, but the current situation in Lithuania.

"In light of facts currently known to the world, it appears that the situation was initiated by the Polish government forming a rebel movement within Lithuania, and then using that rebellion to justify an intervention. Gentlemen, this does not appear to me to be keeping the peace. Many times since the beginning of this crisis, the Polish government has been in an excellent position to resolve the crisis, and has not done so. It is not hard for us to believe that Poland has ulterior motives for causing the conflict.

"In this light, we need to be asking several questions. Has the so-called Republic of Wilno any legitimate grievance against the Lithuanian government? Was the rebellion a home-grown movement to give voice to grievances, or was it sponsored by the Polish government for the purposes of creating a rump state in Lithuanian territory? Did Lithuania break any agreements or standards of conduct by continuing its offensive against the Wilno rebels on the 10th? Once we answer these questions, we determine whether a League of Nations army will be necessary for Wilno... or for Poland."

With a troubled look, Kiosseivanoff took his seat again.

Mr Kiosseivanoff, Persia is certain that Poland is trying to exploit the situation in Lithuania. Then again so is Atlantis, Russia and the Netherlands albeit through "volunteers" and arms deliveries. We agree with most of the points presented by the esteemed delegate from Romania.

Romania's response to the Bulgarian representative is as follows

Should the League of Nations persist in condemning the Poles, the Romanian government would feel that this body is not directed for world peace and respectfully withdraw. It would also cut off all oil supplies to all nations except the PRJ alliance. However, it also notes that this is only if Poland is subjected to a League invasion of its borders. It point to its proposal as an all round loss by all sides.

Contiuning, the Romanian government urges other nations to back its proposal. It does however agree to the Bulgarian proposal that a further investigation into the Wilno government is advisable, but suggests that the first priority is to get the fighting to stop. Romania has already withdrawn its controverisal fighter squadrons, and is beginning an inquiry as to who sent them, seeing as no one in the Romanian government appears to have authorized their departure.

Finally even if events prove the Wilno government to be a mere puppet of the Polish government, it was the Lithuanians, not the Poles who rejected the Nordmark peace conference offer. If the League sanctions an occupation of Polish territory, and does not do the same for Lithuania, then Romania will consider the League to be hypocritical and will be forced to take the steps previously mentioned. Also note that Romania will consider this action to be a hostile declaration of war against Poland, and by default of the PRJ alliance, itself.

"Rest assured Mr Titulescu condemnation is not solely dirrected at the Poles, but to Romania as well, your government has after all recognised the "Republic of Wilno" which has been created through anarchy and bloodshed and by your own admission supplied air assets to assist Poland. We can only speculate if other levels of assistance have been offered as well.

Further more, the insinuation that Romania would cut off oil supplys proves its agressive tendancy's and if such actions were implimented they would not only hurt Romania's economy but force other nations in the region to respond accordingly. that is clearly not the actions of a peace loving nation.

As the Bulgarian ambassador has just stated, the responcibility is not on Atlantis to keep the peace in Lithuania nor Poland, we are far from the conflict and aside from the potential of being draged into a conflict via FAR, has no interests what so ever in the region other than forstering peace and stability.

The responcibility falls on Poland and Lithuania, with the former showing no such interest other than discreatly supporting rebels and anachists. Is it any wonder Lithuania must take drastic actions to preserve its soverignty when its neighbour refuses to assist in matters clearly they have set up?

I suggest that instead of diverting the discussion Persia can perhaps present a non-biased solution to the crisis.

At the heart of this question lurks the implication that, either Lithuanian citizens of Polish descent have been, or are, or might be in the future. As far as Lithuanian citizens of Polish descent are concerned, the League are not aware of any such cases, past or present. The Treaty on Minorities, established in 1920 as part of the Versailles treaty system, contains provisions for minorities to bring cases of oppression to the attention of the League. To date, no Lithuanian citizen of Polish descent has felt sufficiently oppressed by his government to bring his case before the League. In fact the first indication of alleged oppression of ethnic Poles in Lithuania was the outbreak violence on the part of this suspiciously well-armed rebel force, led by a former general officer of the Polish armed forces, and now supported by the force of Polish arms on Lithuanian territory. So to assert past or present oppression of the Polish minority by the Lithuanian government is to make an accusation with no shred of factual support, in a clear attempt to divert attention from the clear and unambiguous case of unprovoked armed aggression by Poland against Lithuania. That aggression is the only question that belongs on our agenda today.

Romania's response

Romania has so far not offered any other assistance to the Wilno republic other than the air assistance previously mentioned which has been withdrawn. The threat of the cut off of oil supplies is in response to the threat of a League occupation of its Polish allies territory. Had Atlantis or Bulgaria not made this threat, then Romania would not have felt compelled to make the threat in order to deter any occupations of Polish territory. Romania has no wish for war, and is beginning to feel we are all at fault here. It has therefore presented its proposal, in order to satisfy both Atlantis's demands for Polish withdrawal, and our wish for a peace conference to settle the matter. As pertaining to the recognition matter, Romania has already stated its willingness to retract the recognition, providing that Lithuania and Wilno agree to a cease-fire, agree to a peace conference, and Poland withdraws its troops.

OOC folks, Romania's backed off as far as I can, without becoming a Russian satellite. Im not going to back off any farther.

Romania's response to Russia

Romania would like to contend that as has already been stated Poland invaded Lithuania in response to the response of the Lithuanian government of the proposed Nordmark peace conference. As already been stated, had Lithuania agreed to this, then there would have been no Polish aggression, and if there was one that would have NOT been supported by Romania. Romania feels saddened because it has already agreed to retract its controversial recognition, providing certain conditions which we feel are not detrimental to all parties involved. Romania has shown through its 5 point proposal its willingness to meet the League halfway, but has recieved it seems hostile attention to it, mostly from Atlantis/Russia who seem to be wishing to authorize a Russian annexation of Polish territory.

We have merely made it clear that FAR makes it likely that if this conflict spirals out of control we may be, by treaty obligation, drawn into the conflict. This is something we do not desire but the actions of Poland and its allies are edging us closer to this result rather than finding a peacefull settlement.

Furthermore it is not just Atlantis that demands that Poland withdraw from Lithuanian territory, the Nordish Ambassador was the first to make such a demand.

These are not threats but reality's, clearly our own forces cannot take part in peackeeping operations in either Polish or Lithuanian territory, that would be a conflict of interest in reguards to our FAR obligations and certainly not wise if we wish to ease tentions between Poland, Lithuania and Russia.

We can however offer logistical support for such a peacekeeping force in addition to aid for refugees.

"We are quite perplexed to as why Romania insists that Lithuania has breached ceasefire agreements, talks were planned for the 18th in reguards to a peacefull settlement, while Polands invasion began on the 10th the same day the ceasefire was to take place, at midnight.

Clearly the Poles and not the Lithuanians have jumped the gun."

1. Authorizing a LoN Task Force, Persia is prepared to offer its Gendarme Intervention Brigade

2. Immediate ceasefire

3. Withdrawal of all foreign troops in Lithuania

4. Peace talks to begin as soon as the cease fire is in effect

5. The Wilno Republic to be under LoN administration for the duration of the talks

6. The Wilno repblic forces to put their arms under LoN control for the duration of the talks

Romania did not say or mean to say that Lithuania broke a cease-fire agreement. Romania sees the matter that Nordmark offered the peace conference, Wilno was preparing to go, and on the 8th Lithuania began a offensive designed to crush the Wilno republic, which had nearly suceeded by the next day. On the 10th the Poles advanced to restore the July 8th lines, hence the whole debate now on Polish aggression. Romania contests therefore that this whole situation might have been averted had the Lithuanians not began their July 8th offensive which led to Polish intervention. Romania see Lithuania mostly at fault here for not agreeing to a peaceful resolution, and declares that it is Lithuania, not Poland that needs to have a League of Nations occupation force. While the revolt began of a violent nature, it must be recognized by the Atlantean government that Wilno, was preparing for a peaceful ending to the situation, before that was wrecked by the Lithuanian July 8th offensive.

This proposal is quite acceptable to Romania, provided Lithuania places there arms under LON control as well. Romania would like to particapate in the LoN Task Force, but fears its offer will not be well received

OOC: Indeed, quite a discussion we have going.

IC: "We feel there are certain nations that should not be party to a peace keeping force. Poland and Lithuania's allies would seem to fit that discription. To that end we have already declined to supply troops to such a force.

Logistical needs for such a force in addition to aid for refugees and the wounded however would be seen as non-interventionary and as such we could offer such services. Nordish, German, Turkish and Bulgarian forces could be part of the peackeeping force.

Romania's response

Agreed, non-interventionary aid is what we shall give, Romania is prepared to provide the LoN Task force with all the oil they should need, at a quarter of the current price of oil, as well as 10000 army blankets for the refugees. Also, pending Lithianian and Wilno acceptance of the Persian proposal, Romania has begun the process to retract the recognition of Wilno. Romania offers its railway network to the Bulgarian army should they wish to join the LoN Task Force. It asks that Bulgaria be respectful during its passage through Romania, should Bulgaria accept. Romania hopes these resolutions will lead to more positive relations with those nations which were against it in the debate.

OOC well ive backed down, wonder what Poland's response is going to be.

Kiosseivanoff rose again. "Bulgaria feels the Persian proposal could be a viable short term option if no other decision can be reached, but the Romanian proposal is unacceptable and insulting to Lithuania. Bulgaria feels that the status quo antebellum borders of Lithuania should be respected."

He glanced towards the Polish representative briefly. "I would propose that the League organize an investigative committee to travel to the Vilnius region to determine what the pre-war causus belli was. If there are legitimate grievances against the Lithuanian government, then I would suggest a plebiscite in Vilnius county in two years to discuss the issue of limited self rule or independence. If, on the other hand, the rebellion is found to have been sponsored and equipped by the Polish government, then we would call for reparations by the Polish government and the recognition of pre-war Lithuanian borders, as well as the dissolution of all Republic of Wilno forces.

"Bulgaria feels this solution should be acceptable, since if the Wilno rebels have legitimate cause against the Lithuanian government, then they will receive their fair day to state their case with the ballot box; and if Poland is responsible as it currently appears, then Lithuania's territorial integrity is maintained.

"Bulgaria also agrees with Atlantis that allies of Lithuania and Poland should excuse themselves from a League of Nations force."

Romania concedes that Lithuania shall not be placed under LoN control. However, should a repeat of the July 8th action take place by the Lithuania forces, then it hopes the LoN response is not to stand by and allow the Lithuanians to slaughter the Polish nationals.

Turns toward Polish ambassador

If Poland is found to be guilty of provoking this rebellion, then Romania will be deeply embarrassed, will consider leaving the PRJ alliance, as punishment for embarassing Romania. Romania will consider this and the reparations payments as sufficient to prevent Poland from acting out again, and counsels against a League occupation of Poland. Romania contends that its actions were in support of its Polish ally, and if Poland is found in the wrong, it will not stand against a League occupation of Poland should the League wish to do so and it will consider new allies.
