I'm obviously a bit behind too. Going to Q4 is ok.

One concern I have is....the time frame of the Treaty talks and if those are spilling over into Q4.

The Belgian elections are Oct 4th, after which the new government will reconsider the official relationship with the Kingdom of the Netherladns and may formally join the United Kingdom of the Netherlands... which if the talks are ongoing could complicate things. Of course if they have abjectly failed at that point, it's irrelevant.
