Refit Question

Let's say that I want to refit a ship and that the three tasks I want to do all require that I spend 50% of the time and light tonnage of the ship as built to do it. Are the percentage and time cumulative or is it just 50% period?

As far as I know its not cumulative, just 50% of materials and build time.
