your design´s TB only has a high of ~3,3m which is not enough. A TB should cover the ships hull from the bottom to the armored deck which I assume to be at least on sea level.
So here´s my shot, using SSv2 which I´m used to.
I used a smaller hull with a higher BC and got a smaller, less expensive ship with a full high TB - even though I wouldn´t use it at all on a hull of less than 14000ts standard.
