Intended to be built in as early as 1936, the building of the CL's General Pinzon and General Nerino had been delayed several times due to lack of funds and resources in addition to the purchase of several surplus cruisers from several world navy's as the opertunity presented itself.

The ships were intended to be based on the successfull Atlantean Zerberus design, instead using 9x5.5" as a main armament. A considerable amount of money was paid for the design work from Atlantis. The designs were never laid down however as there was some disagreement on the use of the main armament of 5.5". Allthough a caliber already in use on several transfered vessels, some in the Colombian Navy wanted a larger caliber adopted as other world navy's had already adopted guns in the 6-8" range.


Finally in 1941 it was decided that they would be cancelled, Atlantis agreed to transfer several older cruisers into the Colombian navy at a considerably cheap cost as a refund in addition to transfering the plans of the improved Zerberus class design and the 5.1" gun design which was proving to be quite successful in Atlantean service.

In 1941, three ships were ordered by the Colombian navy under the improved Zerberus design, two ships tentatively using the General Pinzon/General Nerino names. Since then two new names have been preposed, Admiral Pidila and Admiral Joly, the 3rd ship yet to be named. Finally three ships were laid down with the names Almirante José Prudencio Pidila, General Antonio Nariño and Almirante Tono.
