Design Process

Naval Staff issues the Operational -Tactical Requirement (OTR) which outlines the ship's mission and desired characteristics. OTR sent to Naval Constructors Board and the Scientific -Technical Research Committee.

Naval Constructors Board assigns assignment to relevant Project Design Team;
1- Battleships
2- Heavy Cruisers
3- Light Cruisers
4- Destroyers
5- Escorts
6- Light Combatants and High-Speed Design Team
7- Miscellaneous including Submarine Design Team and Aircraft Handling Equipment Research Team

Pre-design sketch by Project Design Team studied by Naval Constructors Board and Scientific -Technical Research Committee (STRC) and evaluated for weaknesses and cost. The STRC inputs any new technologies or ideas into the design and throughout the Project and building phase develop these new technologies further.

Technical - Tactical Requirement (TTR) then released to refine Project (number now assigned i.e. Team 1 all Project numbers 100+ and Team 2 all Project numbers 200+) and define the limits of displacement, armour, armament and cost if it is workable. If pre-sketch design is rejected as unworkable then a new OTR is issued.

The Project design is then evaluated by the Naval Constructors Board and the Naval Staff. If the design is approved it goes to the Naval Constructors Board to give the go ahead for the Project Team to commence drawing work. If the Project is not approved it gets refined again under the same TTR.

State-owned yards make competitive bids for the building work and the Naval Constructors Board chooses the best on price and build-time. The Project then finishes drawing stage and the drawings are issued to the yard. Work begins under strict Naval Constructors Board control.

The Project Teams are free to design unsolicited designs to the Naval Constructors Board and the Naval Staff for consideration for a future OTR. If such a design is accepted it is then refined under a TTR. Export designs also followed the standard design chain but with customer involvement at all levels rather than Naval Staff who only approve the final design for export for security reasons.
