If you want them soon, then you should try and see if you can free up some materials so you can start building them in 1933. That way you won't have to wait until 1936 to build them. If you don't have enough Light Cruiser category tonnage available, just arrange an impressive 'Accident', Filipino Style (the "Smoking is only allowed in the Ammunition Room" variant perhaps).

A few final tweaks and a drawing - I really like the way this ship looks, it's probably the prettiest I've drawn.

The final misc weight breakdown ditches the seaplane (not enough space) in favor of a small minelaying capacity.

I've named the ship Tawitawi with one possible sister ship, Biliran.

Nice drawing, really. She has an Indian touch, IMHO.

Regarding her main and secondary guns I wonder if those are really deck mounts on the drawing. Both batteries seem to be sitting on barbets which is not very likely for deck mounts even with hoists...

I stole/licensed the 75mm weapon and drawing from Walter. They are intended to be deck mounts w/hoists..

The weapons are a bit big for 75mm guns imho anyways, they look about the size of my 115mm. I may redraw them.
