NARC is economic only, not mutual defense. The US also has economic cooperation treaties with the Philippines (TAFT), Atlantis (Xanthus/Kellogg), and Germany.

There's a clause about defending civilian shipping in NARC - that was the only basis for inclusion, but it could be significant.

Thanks for the corrections to date. As I think I indicated in the suggestion thread elsewhere, I'm not doing non-aggression pacts here. Players should know quite well who they've promised not to beat up, whereas it may be less clear who's promised to help those you do beat up.
