July 6, 1931 - Lima
The intrusions into Peruvian airspace have continued, with Chilean aircraft flying with impunity over Peruvian lands. The shooting down of a Bolivian plane in May is merely the most serious violation of our airspace.
September 6, 1931 - Callao
The second cruiser and destroyer purchased from the RSAN have been delivered. This will allow the retirement of the remaining older destroyer in the Armada.
September 26, 1931 - Lima
In light of the rising tensions and state of near-war between Chile and Bolivia, the government has taken steps to retain it's neutrality and to bolster the independence of Peru. The embassies in Germany and Denmark have been instructed to make arrangements for the purchase of additional arms and ammunition of the types used by the Peruvian Army from the suppliers. The first shipment of arms from Germany from the order placed in the spring are expected soon, as the order from Mauser for 20,000 rifles and 5 million rounds of ammunition left the port of Hamburg in early September.
October 3, 1931 - Lima
With the continuing progress of El Derretir in the Far East, the government has declared that no vessels from the affected countries may enter port in Peru. "We must safeguard the safety of the people of Peru."
October 8, 1931 - Lima
Chile has, once again, refused to discuss the return of the lands that were taken from Peru during the War of the Pacific, claiming that the status of those lands was settled by treaty and by plebiscite. As it is well known that the plebiscite was of dubious validity and the treaty was signed at the point of cannon, the issue remains a point of friction between Peru and Chile. "We continue to hope that Chile will see reason and honor, but so far without result."
November 17, 1931 - Callao
A steamer from Hamburg has unloaded the 30 He-51 aircraft ordered in the spring from Germany. The aircraft will be assembled and then issued to the Air Arm for service in defence of Peru.
December 8, 1931 - Lima
The government has received a request for response from Chile about rumors of Peruvian involvement in border skirmishes between Chile and Bolivia. Of course there were no Peruvian soldiers involved, we are not allies of Bolivia in this matter and no Peruvian units are serving on Bolivian soil.
December 13, 1931 - Lima
After repeated inquiries from Chile, the Peruvian government has responded on the issue of these so-claimed "Peruvians" involved in recent skirmishes on the Bolivian-Chilean frontier.
"Peru is neutral in the current unpleasantness between Bolivia and Chile, and no Peruvian units are outside of Peru's borders. If there truly were any Peruvian nationals involved in the recent skirmishes, they were involved as private citizens, not as agents of the Peruvian government or as soldiers of the Peruvian nation. Peru has no desire for war with any nation, but will defend itself and its borders to the utmost of its ability."
