Puppets come in many shapes and forms. Sometimes what looks like a puppet is actually the puppet's master...the big guy is the dummy.

Other times you'll see what looks like two men, and one will actually be a puppet, but its so life-like you would be hard pressed to say which is which.

Could be wrong, you'd have to ask Smiles about it, but I believe the present government was, um, installed by the Atlantians. At any rate, their friendly relationship and this deal would probably include the future use of an Atlantian Type 3 slip/dock.

Oh heck no, they are democratically elected. The reason for cozy relations is the fact that both nations were dealing with Anarchists causing trouble along the border.

Its entirely possible that Colombia would be granted use of Atlantean dockyards.

I really like the rebuild.. bringing a 1911-era BB up to 26 knots is pretty impressive.

Was it an Atlantean doctrine to build relatively fast BBs?

The Barranquilla's (ex-Poseidon) speed increase is seen as nessassary if she's to compete with the other South American capital units. The 3.5 knot speed increase isn't really spectacular when you look at the Italian rebuilds of the Cavour's/Doria's, but to be fair they didn't retain their Q turrets.

The Poseidon basically set the speed standards in the Atlantean fleet for the period she was built up untill the end of the war when Melampus was built. To understand things better heres a list of Atlantean ships worth noting:

The NPC infrastructure thread confirms Colombia has class two docks. While Colombia could certainly expand these, it's best for small powers to avoid generating a need to develop specialized infrastructure to support a single ship.

There's a reason India's restricting construction to 220 m and under...

Ah, I see. But I doubt it´s a problem. If the EAS can affort a large CV Columbia surely can pay for a larger dock....

It's actually fairly affordable. I did it with spare tonnage, so there's no reason Columbia can't do it if they put in an all-out effort into upgrading their yards.
