Greek Anatolia and Byzantium are examples of unlikely nations being gained or created by plebisites.

I second the notion San Hainando would not be turned completely Iberian 200 plus years is a drop in the bucket for culture developement, particularily if the Iberians are no longer in conquisador mode.

Just look at the Philippines, the Iberian influence is extensive and yet they still strived for independance. Hell even Atlantis has a snipet of Iberian influence from its many conflicts with Iberia.

The Dominion of Canada would be willing to serve as such a neutral party, should one still be desired.

The German ambassador nods to the Canadian statement. "Other possible neutral parties are, to my mind, Nordmark and Germany: neither are members of one or another of the opposed alliances, neither have a history that points towards bias towards one state or the other, and, frankly, neither appear likely to desire to remain in control of an island so far from their usual areas."

Also slowing any assimilation on the part of Hainan would be the fact that it's an island that's very close to mainland China, immigration/emigration would be easy, and isolation all but impossible.
