Diplomatic relations

The State of Diplomatic Relations, 1/1/1930

Who’s Hot: Turkey, India
Who’s Not: Italy

In alphabetical order:

Atlantis: Fair. The Atlanteans seemed reasonable at the Copenhavn talks, and have not been a thorn in Germany’s side recently.

Australia: Neutral. They are a long way away, and a close ally of Great Britain. However, some commercial possibilities are being explored.

Austria: Friendly. A small Germanic neighbor, that perhaps should be part of Germany.

Chile: Neutral. They are a small country, on the opposite side of the world, historically friendly with Nordmark.

China: Fair. Commercial potential abounds, especially if Chiang Kai-Shek can continue to consolidate power.

Chosen: Neutral.

Denmark: Friendly. Denmark is a good neighbor, and past border issues are safely buried. The possibility exists for future joint development of various technologies or systems.

Formosa: Neutral.

France: Fair. Past history remains a barrier, but the signing of the non-aggression pact should help that.

Germany: Friendly. Political stability appears to be increasing, and the current grand coalition appears reasonably stable.

Greece: Neutral. Germany and Greece have little interaction, and Greece is a historic foe of Turkey, a traditional ally. However, that does not mean that Germany is hostile to Greece, merely more friendly to Turkey.

Iberia: Good.

India: Friendly. The recent Copenhavn talks showed the color of India, and our recent treaties show our friendship.

Italy: Neutral. Italy’s behavior at the Copenhavn talks was a bit of a negative eye-opener.

Japan: Neutral. A long way away, though an ally of India’s so they get some benefit from that.

Netherlands: Good. A friendship and non-aggression treaty was worked out with the Netherlands, but current government paralysis in The Hague prevents it from being made public.

Nordmark: Neutral. Past history between our nations is not good, and the difficult negotiations over submarines at the Copenhavn talks did not help friendship between our countries. However, there are more promising whispers out of Karlskrona of late.

Philippines: Good. Historically friendly, ties are now being renewed with the end of our isolation.

Poland: Fair. A good working relationship exists between the governments of Poland and Germany, what must be watched is revanchist sentiment in Germany and anti-German sentiment in Poland. If the revanchists can be separated from the East Prussian commercial interests, that will be a great help in keeping this relationship positive, which is definitely a goal of the Government.

Russia: Fair. Both governments are seemingly willing to let the past bad blood fade, and certainly the Russians have been a positive influence on the French in the past.

South Africa: Neutral. Historic allies of Nordmark, but a long way away so not inclined to be overly difficult.

Turkey: Good. The old friendship is picking back up again, and there are definite commercial opportunities.

UK: Neutral. Past history is not overly positive, but the recent non-aggression treaty is definitely a positive step.

USA: Good. The treaty with the US is, it is to be hoped, the tip of the iceberg. If the US were only a bit less isolationist, it would be a great help.

German Assessment of Diplomatic Relations, June 1940

Argentina – Cordial relations continue to prevail. The Argentines have responded favourably to investment and joint venture proposals, and continue to be excellent trade partners. No significant problems are foreseen at this time.

Armenia – Relations are improving as this nation moves forward into the modern era. Development teams have been allowed entry and it is hoped that trade relations can be expanded.

Atlantis – Relations continue friendly if formal; Atlantis provides a moderating influence in several power blocks and its continued friendship is worth courting. No significant problems are foreseen at this time.

Australia – While a part of the Commonwealth, Australia is far distant and concerned principally with regional affairs. Relations are formal and correct.

Azerbaijan – Relations are improving as this nation moves forward into the modern era. Development teams have been allowed entry and it is hoped that trade relations can be expanded.

Brazil – Cordial relations continue to prevail. The Brazilians have responded very favourably to investment and joint venture proposals, and continue to be excellent trade partners. No significant problems are foreseen at this time.

Bulgaria – Current relations are friendly if formal; it is hoped that these may be improved as tensions in the Balkans subside.

Byzantium – Current relations are friendly if formal. No significant problems are foreseen at this time.

Canada – Current relations are correct and formal; Canadian views appear conditioned by memories of the Great War and the high-handedness past German actions. Efforts to erase these memories have not yet borne fruit.

Chile – Cordial relations continue to prevail, and closer economic ties should be explored. No significant problems are foreseen at this time.

China – Chinese belligerency and tendency to confrontation has soured Sino-German relations; relations are currently seen as distant and correct, and are not seen as improving until China adopts a more conciliatory posture towards the West.

Colombia – Relations are formal and correct; no change is expected at this time.

Czechoslovakia – Relations are formal and correct; the successive Czech governments have adhered to their treaty obligations regarding Volksdeutsche and other minorities – and this state of affairs is expected to continue.

Denmark – Relations are formal and correct; the postwar animosity regarding the transfer of territory to Denmark has subsided and if anything relations are expected to continue.

France – Relations are formal and correct; the current French political scene is clouded – however, the state of relations is not expected to change.

Greece – Relations are formal and correct; Greece’s entry into the Warsaw Pact alongside Turkey and Bulgaria signals a major reduction in tensions in the Balkans. This may lead to improving trade relations and a diplomatic thaw.

Hungary – Relations are formal and correct; recent trade negotiations proved fruitful, and will be followed up.

Iberia – Relations are friendly if formal. Iberia continues to be a major trading partner.

India – Bharat’s expansionism in southwest Asia and its predatory machinations elsewhere have strained Indo-German relations to the breaking point; trade relations have been reduced and technical partnerships terminated. Recall of the ambassador is under consideration.

Ireland – Relations are formal and correct; no change is expected at this time.

Italy – Relations are correct, if distant. Italian isolationism has so far offered no opportunity to seek improved relations.

If true, diplomatic relations may improve.

Lithuania – Relations are correct and formal; as the nation returns to normalcy in the wake of the recently-concluded civil war, it is hoped that diplomatic relations may improve.

Luxembourg – Relations are correct and formal; it is foreseen that the Grand Duchy may unite with the Netherlands, which prospect at this time is acceptable.

Mexico – Current relations are strained, with the recall of the ambassador imminent. Trade relations have been broken off. It is not expected that this state of affairs will improve in the near term.

Netherlands and Belgium – Relations are correct and formal; the united kingdoms are good trading partners.

Nordmark – Relations are friendly and cordial; while suggestions to revise the current treaties no concrete actions have been taken to date.

Persia – No separate relations are maintained with Persia, the nation being a Bharati satrapy in all but name.

Russia – Relations are correct and formal; negotiations aimed at expanding trade relations are ongoing. Germany and Russia share the view that peace and stability in Europe is vital at this time.

Switzerland – Relations are correct and formal. No change is foreseen at this time.

Thailand – Relations have undergone a significant improvement. The new Thai government is more open to discussions with the West and has turned to Germany for assistance in reforming its military air arm.

Turkey – Relations are friendly and cordial. Turkey has maintained its traditional friendship with Germany and remains a prime trading partner. It is expected that the current state of affairs will continue and Turkey continues to modernise.

United Kingdom – The recent Royal visit signals a vast improvement in Anglo-German relations, which now may be considered cordial. While a competitor on the world’s markets, Germany and the United Kingdom share many of the same concerns in regional affairs.

United States – Relations are friendly and cordial. No change is foreseen at this time.

Yugoslavia – Relations are correct and formal; Yugoslavia is a major trading partner and source of raw materials. Its policies towards its ethnic minorities have given no cause for concern.

United States – Relations are friendly and cordial. The election of Mister Wilkie presages a new chapter in American diplomacy, whose outcome is difficult to foresee at this time. However, a fundamental change in relations between Germany and the United States is not anticipated.

Yugoslavia – Relations are correct and formal; Yugoslavia is a major trading partner and source of raw materials. Its policies towards its ethnic minorities have given no cause for concern.

Argentina – Cordial relations continue to prevail. The Argentines have responded favourably to investment and joint venture proposals, and continue to be excellent trade partners. No significant problems are foreseen at this time.

Armenia – Relations are improving as this nation moves forward into the modern era. Development teams have been allowed entry and it is hoped that trade relations can be expanded.

Atlantis – Formal ally through the Grand Alliance; relations are cordial, and expected to improve.

Australia – Relations are strained due to Australian misconceptions of the German presence in the Far East.

Azerbaijan – Relations are improving as this nation moves forward into the modern era. Development teams have been allowed entry and it is hoped that trade relations can be expanded.

Belgium** – Relations are correct and formal; however, the move to formally unite Belgium with the Netherlands has raised considerable concern in Germany and has exposed divisions within the Belgian body politic.

Brazil – Cordial relations continue to prevail. The Brazilians have responded very favourably to investment and joint venture proposals, and continue to be excellent trade partners. No significant problems are foreseen at this time.

Bulgaria – Relations with Bulgaria have continued to improve and grown more friendly; Economic and cultural ties are stronger and look to improve. The easing of tension in the Balkans is having positive ripple effects.

Canada – Relations are somewhat strained due to Canadian perceptions of the German presence outside of the European continent.

Chile – Formal ally through the Grand Alliance; relations are cordial, and expected to improve.

Greece – Relations are formal and correct; Greece’s entry into the Warsaw Pact alongside Turkey and Bulgaria signals a major reduction in tensions in the Balkans. This may lead to improving trade relations and a diplomatic thaw.

Hungary – Relations have grown friendlier, and economic ties have strengthened.

Iberia – Relations are friendly if formal. Iberia continues to be a major trading partner.

India – Recent events have signaled that India may be more open to overtures from the European powers; Iberia has recently been successful in opening commercial relations. A similar course of action will be pursued and improvement in relations may follow.

Ireland – Relations are friendly if correct; however, economic cooperation has improved and Ireland is seen as a growing market for German products.

Italy – Relations are correct, if distant. The recent scandals involving the Italian Government have raised serious questions about Italy’s stability. The recent incorporation of its North African provinces as integral parts of the Italian body politic is seen as political grandstanding to quiet growing internal discord.

Japan** – Relations are strained due to Japanese perceptions of the German presence outside of the European continent. There is concern regarding Japanese intent with regard to European possessions in the Far East, and the inability to discern the reality of those intentions.

Latvia – Relations are correct but distant; the ambassadorial post is presently vacant.

Lithuania** – Progress in normalizing relations has been slow; however, friendly contact has been maintained and recent developments suggest that the stasis imposed by the current regime may be dissolving, to the betterment of the Lithuanian people. Further improvement is to be hoped for.

Luxembourg – Relations are correct and formal; it is foreseen that the Grand Duchy may unite with the Netherlands, such a union has evoked concern in certain quarters but no significant breach in relations is anticipated.

Mexico – Current relations remain strained, but the recall of the ambassador is no longer imminent. Limited trade relations have been resumed.

Netherlands** – Relations are correct and formal; however, the move to formally unite the Netherlands with Belgium have raised concerns. The accession of King Charles coupled with the outbreak of a colonial war in Africa have brought other factors into play, which have yet to work themselves out. While no immediate threat is perceived, the situation bears close observation.

Persia – The shift in relations between Persia and Bharat suggests that the new Persian Government may have greater freedom of action in its relations with the community of nations. Back-channel means are being pursued to open negotiations in the hopes of furthering betterment of relations.
