PARAT: Filipino-Australian Antarctic treaty

Treaty between the Republic of the Philippines and the Dominion of Australia regarding the Resolution of Antarctic Issues and an Agreement on Trade (PARAT)

The Republic of the Philippines and the Dominion of Australia, desiring to:
1) Reinforce the longstanding ties of friendship and cooperation between them;
2) Strengthen economic relations;
3) And resove certain issues regarding claims on the continent of Antarctica;

Have resolved, with a view to accomplishing these purposes, to conclude a treaty to improve trade and economic relations:

Representing the Republic of the Philippines:
- Almirante Juan Diego la Vega, El Presidente de las Filipinas
- Commodore Dimitrio Lopez Garcia, Naval Attache to the Dominion of Australia

Representing the Dominion of Australia:
- The Honourable Billy Hughes, Prime Minister of Australia
- Sir Henry George Chauvel, Secretary of Defense

Who, having communicated to each other their respective full powers, found to be in good and due form, have agreed as follows:

Part I

Article 1
This agreement between the Republic of the Philippines and the Dominion of Australia shall commence on 00:00 hrs 1 January, 1930 and remain in force until it expires on 24:00 hrs 31 December, 1949.


Part II

Article 2
The Contracting Powers agree to reduce customs duties between their nations by 12.5 percent.

Article 3
The Republic of the Philippines agrees to reduce customs duties by 50% on the following items produced in the Dominion of Australia: Mutton, wool and other sheep products, other livestock and livestock products, minerals.

Article 4
The Dominion of Australia agrees to reduce custioms duties by 50% on the following items produced in the Republic of the Philippines: Coconuts, lumber, rice, mangoes, sugarcane.

Article 5
Each Contracting Power agrees to guarantee citizens of the other Contracting Power medical treatment in case of need.

Article 6
The Contracting Powers shall initiate a program of student exchange between universities in the Contracting Powers.


Part III

Article 7
The Dominion of Australia agrees to recognise the claim of the Republic of the Philippines to the Continent of Antarctica, the claim defined as being between 105° East and 150° East.

Article 8
The Republic of the Philippines agrees to recognise the claim of the Dominion of Australia to the Continent of Antarctica between 65° East and 105° East.

Article 9
Not publicly released.

Article 10
The Republic of the Philippines and the Dominion of Australia agree to establish not more than one (1) joint station for the purposes of Antarctic research on the Antarctic continent within that area belonging to the Republic of the Philippines, on the condition that any military useage of this base by the Dominion of Australia, beyond use as a naval or aerial refueling and resupply station, is prohibited without the express prior consent of the Republic of the Philippines.

Article 11
The Dominion of Australia and the Republic of the Philippines agree to establish a joint to station for the facilitation of Antarctic research at either McDonald Island or Macquarie Island pending surveys, on the condition that any military useage of this base by the Republic of the Philippines, beyond use as a naval or aerial refueling and resupply station, is prohibited without the express prior consent of the Dominion of Australia.

Article 12
In the event of a change in relations between the Republic of the Philippines and the Dominion of Australia, neither party shall evict the other from either joint base without providing one (1) year of prior notice.


Part IV

Article 13
Neither of the Contracting Powers shall, under any circumstances, be obligated to provide any form of military aid to the other Contracting Power.

Article 14
In the event of a dispute between the Republic of the Philippines and the Dominion of Australia, an an outside-party mediator shall be appointed, and the decision of said mediator shall be final and binding.

Article 15
Naval vessels of either Contracting Power shall be entitled to use port facilities of the other Contracting Power for the purposes of maintenance, fueling, and repairs, at common market rates, during peacetime.



This Treaty is written in Iberian and English, both texts being equally authentic.

Signed by the representatives of the Contracting Powers in Port Moresby, Paupa New Guinea, Dominion of Australia, on this the Twelvth day of the Twelvth month of the year Ninteen-hundred and Twenty-Nine, Anno Domini.
