You really need to consider the crew of the submarine. They can't properly sleep and eat and entertain themselves in a rolled over submarine and it it pretty hard to see anything through the periscope...
Why do you use 63 tons miscellaneous weights? 3 tons are for reloads, but what about the remaining 60?

Maybe need more shells for the 20mm gun. Easy enough to fire that many in 1 minute.

Rooijen I think it wose your rules to use misc as the balast tank?

Heh, well, I tried to sim an Type XXIII, it came out even less stable than my original design. So I'm not sure about the validity of the stability numbers, at least in the case of subs (which could dive and get away from the waves which would be the cause of the stability issue).

The remaining 60 tons are for the ballast tanks.

Spring Style notes indicate about 1/6 to 1/4 of the normal displacement. I usually try to stick to 1/5 of the normal displacement for my designs.
Main problem with stability on SS sub sims is that miscellaneous weight is located quite high in a ship design (above the main deck). Increasing miscellaneous weight decreases stability and with 60 tons of miscellanoues weights on a 150 tons sub, I am not surprised about the low stability.
