These are ACRs from Fantasque. I hope they provide a bit of inspiration.

ACRs...hmm the treaty made the type extinct.
No one gonna take 20000t from his BB limits and put it in ACR.
Alaska were for me a ACR soviets planed to bild a 20000t cruiser armed with 250 mm but the idea were droped in favor of small BB.

Depends. Germany's looking at possibly building some fast ships in the 20-25,000 ton range, armed with 280mm guns. Certainly not a sure thing yet, but it's possible.....

Not to mention that without a scale attached, those ships could be heavy cruisers, per the CT. And of course non-signatories of the Treaty (such as Chile, Argentina, Turkey, Poland, etc) don't have to conform to it.

You could always borrow one of the big Japanese slips (two of them being Yakuza owned)...
... though it should be noted that 1930 is fully booked.

Chile already has one and has plans for more (of the more conventional design type). The Capitan Tylor is one with 16 eight inch guns. The Capitan Oyama's are waivering between 9 ten inch guns and battlecruiser sized guns based on her size.
