FINER-Davao afternoon 4 October

...there are reports that the cruiser Panay, detached with the Indian force at As Salif, suffered a mutiny yesterday in which her captian was killed, her XO declared for the so-called "Revolutionaries", and without provocation she fired upon and crippled the Indian monitor Chandragupta before making her escape. The Indians are reportedly deploying a siginifant force to stop her, and our battlecruiser Presidente Malvar appears to have been ordered out to act as a 'backstop' to those efforts...

...reportedly an (ex?-)Philippine & Pacific Steam Ship Co. fast freigter departed Manila this morning carrying foreign nationals, diplomats and their families, headed for Shanghai. This shows the value these "revolutionaries" place on diplomacy, as they're kicking all the diplomats out!

They can't report on this themselves, of course, as a small group of Filipino marines who remained in Manila sabotaged the main, ex-FINER radio transmitter last night. So to our northern, mutinous Army friends - no more propaganda for you!

Meanwhile in northeast Mindanao there has been heavy fighting between Generale Greco's forces and the 5th Infantry Division, which has remained loyal to the Government...

Therefore I request that the SATSUMA powers send forces to the Philippines to assist in the suppression and uprooting of the coup that has been cloaked as a "revolution", and to bring those responsible for this atrocity to justice.
