Atlantis Q1/28

A. Industrial Allocation

17/30 factories (non fixed) to naval materials: 17,000 tons created for Q1/1928 plus 450 tons stockpiled from Q4/27 plus 1,830+1,572 tons (3,402) tons transfered from Chile in Q4/1928 for 20,852 total tons.

18,957 tons used for ship building(16,530 for local builds, 2,427 for foriegn builds), 1,895 tons stockpiled for next quarter.

Note:

Chile has transfered 3,660 tons of materials to Atlantis in Quarter 1 of 1928. 1,830 for CL#1 and 1,830 for CL#3.

Atlantis design CL#3 = CL-8 and should have been laid down Q4/1927.
Chile is building CL-7 (CL#2) in Chile, though work is going slowly so they can finish the Capitan Tylor sooner.

Probably, but Chile doesn't want to cheat another nation out of its funds....it would be bad for business. Perhaps any cost overruns can be used to cut the price on the heavy cruiser when it starts?

Reworked the cost again to reflect the 10% markup and the materials acctually used. It should be correct now.
