Official date the treaty went into effect?

What was the official date that the Cleito Treaty went into effect?

BTW, Wes, you need to update the "Welcome to Wesworld" sticky up above. It still list the US and UK as NPC's. That might also be a good place to link to the map.

What still needs work on the map? I know there was some confusion about Paraguay and Uruguay, but where else do we need work?
