By 1928, the Texas was showing her age. She was the only major fleet unit still powered by coal, and any replacement was at least seven years away. She underwent a reconstruction which converted her to oil. The removal of the coal bunkers allowed the addition of a torpedo bulkhead. Deck armor was also increased and the secondary guns were rearranged.

Soon after construction began on the first Montana class Battleship it was decided to cancel the 18" gun program and instead arm the ship with a new model of 16" gun with a super-heavy shell that gave it penetration comparable to the 18" gun.
