What about GB refit said ship as a gunnery training ship and then sell to PI. The PI has then bought a 'ship' and could do with it what it wants. As the PI didn't convert it to a training ship herself then she is not bound to not convert her back.
It still means you spend lots of tonnage on an old ship.
