Okay, I've figured out what I've been doing wrong. I've thought that the above freeboard guns and the below freeboard guns had to add up to the number of guns of that calibre. As you all know, 'tain't so.
I was greatly confused, but no longer. I'll be redoing all my SS-2 designs now.
So here's MN France with that little screwup corrected:

Overall survivability and seakeeping ability:
Survivability (Non-critical penetrating hits needed to sink ship):
40,346 lbs / 18,301 Kg = 23.9 x 15.0 " / 381 mm shells or 5.8 torpedoes
Stability (Unstable if below 1.00): 1.06
Metacentric height 6.5 ft / 2.0 m
Roll period: 18.1 seconds

Seaboat quality (Average = 1.00): 1.00
Hull form characteristics:
Hull has rise forward of midbreak, low quarterdeck
Block coefficient: 0.570
Length to Beam Ratio: 7.06 : 1
'Natural speed' for length: 27.77 kts
