Disposal of capital ships

Hey guys

Sooner or later, India's going to start building capital ships for herself. At this time, I think India would prefer to wind up with two full-sized battleships of a similar class, for ease of construction, maintenance, and operational considerations.

However, I don't really see it being realistic to jump directly from an 8,500 t cruiser to a 40,000 t battleship. An intermediate step would be more sensible - except that then I have some weird intermediate ship sucking up capital ship tons.

So my question is: do you interpret the treaty to allow India to build her first capital ship, in the ~25,000 t range, as an experimental unit, and then, after a year or so of sea trials, delete this ship to a training role?
