Notes
Longtime naval observers will know that the aviation cruiser Kaliakra is almost certainly a one-off design. It is Russian practice to order carriers in groups of three: two strike-heavy carriers and a smaller air-defense carrier. Kaliakra (full name is Battle of Cape Kaliakria) is likely the air-defense ship to accompany the rumored Poltava. However, some evidence indicates the Kaliakra is instead a one-for-one replacement for the aged Strashniy. The VMF Rossii makes no declaration of the Kaliakra's specifications, but it is an open secret that the ship is a heavily modified variant of the earlier Afonskoye.

The cruisers Varyag and Bayan are laid down the same day, and in the same ceremony, as Kaliakra. The VMF Rossii declares the ships' armament as 6x234mm using the guns recovered from the previous Varyag class escort cruisers.

The Kibela (Project 89) class submarines are ordered from French shipyards. The design is largely identical to the four Cybèle class submarines built for the Marine Nationale. Sources are unclear whether the Kibela-class substitutes Russian-standard 533mm torpedo tubes for the French 550mm torpedoes. The French Cybèle design was originally proposed as an export alternative for sale to Baltic or North Sea navies (Denmark and Poland being specifically targeted). It is believed that the Russians purchased the design in order to save on developmental costs. Unofficial Russian sources indicate that the Kibela-class will replace Project 41 "Bezmolvniy II" class submarines in the Baltic, and perhaps elsewhere.

Somewhat unusually, the 1949 naval budget does not appear to include an order of twelve destroyers, which contradicts most foreign speculation that twelve more Udaloi class (or possibly a modified Soobrazitelny-class) would be ordered to replace the Voronezh-class destroyers, which were placed in reserve effective January 1949. This grows all the more remarkable since the Russians continue making no efforts whatsoever to retrofit radar to their oldest destroyers. The stated Russian position is that retrofitting radar to these older vessels would be more costly than these small vessels are worth, and the focus instead has been on replacing them one-for-one with new, significantly larger and more capable vessels. Therefore, it can only be speculated why the VMF Rossii did not order another flotilla of destroyers in 1949.

A small number of light amphibious ships are laid down, including two more Kapitan Kazarsky-class large landing ships. It is believed these vessels are replacements for the aging "Krokodil" and "Alligator" type landing ships, which have been in the fleet for nearly twenty years.

Q1/1949 Notable Ship Movements of the VMF Rossii
A general overview of the major exercises and operations being undertaken during Q1/1949 by the VMF Rossii. This list is not exhaustive. I reserve the right to make changes as necessary based on ongoing in-game activities.

-- Operational Exercise of Special Designation Pioner (Pioneer): 13th Destroyer Flotilla (Special Assignments Command) under P. Kozyukhin participating in extended multinational naval exercise with German Navy in Baltic Sea. (Exercise Ongoing)

-- Exercise Izumrud-2: 11th Cruiser Squadron (Vitiaz, Kagul, Admiral Kornilov, Admiral Creig) depart Murmansk on March 1st with plans to call at Den Helder, Brest, A Coruna, Lisbon, Tangier/Gibraltar, the Canaries, Illisus, Cleito, Cayenne, Port-of-Spain, Guadeloupe / Martinique, Charlotte-Amalie, San Juan, Havana, Miami, Norfolk, New York City, Halifax, and Saint Johan. Squadron will return to Murmansk in August.
