ARA Spiro, San Rafael, Santa Rosa and Sante Fe delivered from Japan and commissioned with Submarine Squadron at Bahia Blanca on 1 August

Actually, considering that the payment of the submarines is incomplete, construction will be halted on them in Q3 due to lack of funding and therefore the submarines will not be delivered to the the Argentine Navy as they are not completed yet and will not be completed until the final payment has been received.

The displacement for the originally offered design was 1630 tons. With the 2.5% fee, that would mean 1671 tons per submarine. For Salta and Santiago del Estero, the payment would be 3342 tons, but only 3278 tons were paid (1002+1002+1002+272). They were completed with tonnage meant for the Spiro, San Rafael, Santa Rosa and Sante Fe. For Spiro, San Rafael, Santa Rosa and Sante Fe, the payment would be 6684 tons, but only 6348 tons were paid (2004+2004+2004+336). Argentina still needs to pay 64 tons for the Salta and Santiago del Estero and 336 tons for the Spiro, San Rafael, Santa Rosa and Sante Fe so a total of 400 tons to get their four submarines completed.

I've gone back through this to work everything out as something indeed has gone wrong.

The cost of each sub in total is (as you said) 1,671 tons per sub. I worked this the following payments for each sub: 3x 501 tons + 1x 168 tons = 1,671 tons

Below is the actual figures paid on each quarterly report and how that payment breaks down for each sub.
Q4/46 1,002 tons (501 tons each for Salta and Santiago)
Q1/47 1,002 tons (501 tons each for Salta and Santiago)
Q2/47 1,002 tons (501 tons each for Salta and Santiago)
Q3/47 2,276 tons (136 tons final payment for Salta and Santiago and 501 tons each for the first payments for Spiro, San Rafael, Santa Rosa and Sante Fe) - yes, I messed up here missing 32 tons for the final payments of Salta and Santiago
Q4/47 2,004 tons (501 tons each for Spiro, San Rafael, Santa Rosa and Sante Fe)
Q1/48 2,004 tons (501 tons each for Spiro, San Rafael, Santa Rosa and Sante Fe)
Q2/48 336 tons (84 tons each for Spiro, San Rafael, Santa Rosa and Sante Fe) - here is where I messed up again for some unexplained reason, only paying half the amount remaining

So I have added the 400 tons payment to the Q3 report above to pay what I owe you.
