The chinese army was searching for a replacement of the aged Luliu, Jingjiu and Xiniu tracked towing vehicles. Another point was the growing of the different calibers in the howitzers or mortars as well as in the field guns. Which the old vehicles often only could move in a tandem tow.
Therefore also three different types were developed.

The Jinjiu II should close the gap between the heavy Xiniu II and the lighter Lulio II with a tow load of 16000 kg and a payload of 3000 kg. The vehicle is primarily used as an artillery tractor for 152 mm caliber howitzers as well as for the heavy Flak. The Jinjiu II also served as a carrier for the multiple launchers system Feilong.The vehicle is also used as a tractor for the heaviest machines and with a pre-built blade for the pioneer groups of the Chinese army.

At the end of the 1940s, the Chinese army, but also the Chinese economy, needed a high-performance, off-road tractor. In the military sector, this was mainly caused by the enlargement of the artillery caliber, which led to increasingly heavy guns. But also the very heavy and voluminous electronic systems at this time, such as, for example, Radar stations, demanded more powerful traction vehicles. The target was a heavy traction device for a trailer load of up to 25,000 kg.
The Xiniu II was used in the version with bunk and tarp as a towing vehicle for heaviest artillery guns. In addition, the design was used as a basic vehicle for various systems.
