The Chinese Navy Submarine Force (CNSF) is a branch of the Imperial Chinese Navy. It consists of all types of submarines in operational service. The CNSF is organized in different flotillas, so called Front Flotillas (oceangoing subs), Training Flotillas, Defense Flotillas (coastal subs) and Special Flotillas.

The Commander-in-Chief of the CNSF is Admiral Li Zemin. The Headquarter of the CNSF is in Tai-pei.

The 1st Submarine Flotilla is an independent flotilla, not assigned to one of the three main divisions of the Chinese Navy (North / East / South). She is subordinated directly to the Chinese Navy Submarine Force. The Flotilla is stationed in a submarine bunker at Guangzhou (Canton). This bunker complex has two wet pens for a total of 4 submarines. The bunker is 145 m long, 51 m wide and 15 m high. The concrete slab has a thickness of 3.5 m. The usable length of each pen is 99 m. In the rear area of the bunker are different workshops and stowages.


The Tender HICMS Luda is assigned to the 1st Sub Flotilla.

The 2nd Submarine Flotilla is an independent flotilla, not assigned to one of the three main fleets of the chinese navy. She is subordinated directly to the Chinese Navy Submarine Force. The Flotilla is stationed in a huge submarine bunker at Kaoshiung, which was built after the Sino-Chosen-War.

The new bunker at Kaoshiung is originally intended to comprise a total of ten pens but till now only seven were constructed. Of these, six are used to accommodate U-Boats, whilst the seventh is used for fuel storage. The complex covers an area of around 131m by 143m and is protected by a roof almost 4m thick. On the roof, a number of storerooms were built even a cafeteria. The floor to this mezzanine level added an additional 1.35m to the overall thickness of the roof, increasing protection for the boats inside. The entrances to the three dry pens were protected by vertical, overlapping steel plates, the wet pens were open to the harbour. The bunker could hold up to 9 U-Boats.


The Tender HICMS Liaoyuan is assigned to the 2nd Sub Flotilla.

The 3rd Submarine Flotilla is an independent flotilla, not assigned to one of the three main fleets of the chinese navy. She is subordinated directly to the Chinese Navy Submarine Force. The Flotilla is stationed in a huge submarine bunker at Dairen, which was built after the Sino-Chosen-War. The bunker is 245m wide, 162m long and 23 m high. Above the pens the roof was 5.6m thick and 3.6m thick above the rear servicing area. The complex has 11 pens (4 wet, 7 dry). The wet pens No. 1 - 4 have a length of 106m with a total width of 20m and can accommodate two subs (Station A and B). The dry pens No. 5 - 8 have a length of 104m with a total width of 13.5m and can accommodate only on sub. The dry pens No. 9 - 11 have a length of 96m with a total width of 12.5m and can also accommodate only one sub. Each cell is separated by a thick wall of 5 to 6 meters and closed by armored shutters to protect against shrapnel bombs. At the other end of the pool, a railroad runs through the bunker and serves the different cells. Each cell is equipped with two cranes with a lifting capacity of 3 tons or 5 allowed on each transporting heavy parts and ammunition. On the other side of the railway, the building housed on several floors, workshops, reserves, offices and living spaces, including an infirmary.

For security reasons, torpedoes and fuel were stored outside, in small bunkers near the base


The Tender HICMS Danjiang is assigned to the 3rd Sub Flotilla.

The 4th Submarine Flotilla is an independent flotilla, not assigned to one of the three main fleets of the chinese navy. She is subordinated directly to the Chinese Navy Submarine Force. The Flotilla is stationed in a submarine bunker at Qingdao, which was built after the Sino-Chosen-War. The concrete roof was 3.5 m (11 ft 6 in) thick and reinforced with steel. The walls were also concrete but these were 3 m (9 ft 10 in) thick. The whole bunker was 153 m × 105 m (167 yd × 115 yd). The bunker, which could be hermetically sealed when attacked, had 5 wet pens. While No. 1 - 3 can accomodate one submarine, No.4 & 5 can accomodate each 2 subs. On the second floor over the submarine pens are a infirmary, offices, a canteen and normal storages. In the rear area sheet metal workshops, carpentry workshops, artillery workshops, transmission workshops, electrical shops, workshop for torpedoes, mechanical workshops, wireless workshops and the gas bottle depot was located.

It is planned to build an additional submarine bunker nearby in the next harbor bassin. This will have 4 wet pens (2 single and 2 double).

The Tender HICMS Qingdao is assigned to the 4th Sub Flotilla.

The 5. Submarine Flotilla is a pure training flotilla of the Chinese Navy Submarine Force. She is based at the Tjianjin Navy-Base. The object of the Flotilla is the practically training of new submarine crews. The flotilla is directly subordinate to the submarine academy.

In addition, some surface vessels are assigned to the 5th Sub-Flotilla, which are used as target, supply ship or Tender.

The 10. Submarine Flotilla is a small chinese naval unit and directly subordinated to the CNSF. It was formed in January 1947 from parts of the Naval Protection Force (NPF). The 10th SubFlo is responsible for the development and construction of useful midget-submarines and its use in individual tasks.
The flotilla consists of small independently operating and easily deployable maritime combat units. These are primarily combat swimmers, manned torpedoes and midget submarines. Furthermore the flotilla is responsible for founding and training of Navy commandos, who will carry out shock troops of small ships and submarines, with developing and execute attack on enemy coast objects such as radar stations, gun emplacements and port facilities.

Vessels of the 10th Sub Flotilla

Haili:
manned torpedo

The first use of manned torpedoes took already place in the Great War. Years later chinese engineers picked up the idea again. Among all the strictest secrecy the Haili was developed. The extensive testing of the prototypes, both in dry docks as well as at sea were satisfactory and required only minor modifications in future devices. Coinciding with the start of serial production of the Haili also the training center has been established, which primarily is responsible with the formation of the future "Haili riders".

The crew of the Haili consists of 2 persons sitting behind each other on the torpedo. The first was usually an officer who acts as commander and helmsman; the rear was the "operator". Both wear a light wetsuit, with head and hands are free. Breathing is via a compressed air diving apparatus.

The Qiang is the standard torpedo of the Chinese navy and about 7 meters long. In the almost 2 meters long headboard a 300 kg explosive charge and a trimming tank is housed. Approximately centrally the rechargeable battery and the engine compartment is located. The rear is fitted with a rear compensation tank and ends in the screw shaft tunnel; Screw protection, rudder and hydroplanes. On top of the torpedoes the seats of the two torpedo riders are attached. The front is covered with a protective disc, which serves as a breakwater. In this cockpit all important instruments are housed, provided with luminescent numerals.The control is given by steering wheels. In the hollow backrest of the rear seat a pneumatic net lifter and net scissors are mounted, to overcome barriers. Further there is also a a wooden board and a rope, so explosives can attached.

The one-man submarine Yuan has a displacement of 8.5 tons and is driven by a 12 HP electric torpedo motor, both at the surface and under water and could achieve a speed of 5 knots. The diving depth is 40 meters while the boat possessed a 50 sm range at a 3-knots speed. It is armed with two torpedoes.
