The question to ask really is how many will be laid down in FY1946. :P
Oh there is some tweaking to be done, I just dislike/haven't done ship sims like this so I throw it out there and adjust based on the feedback.
Also, one other minor detail is that the rules on hull strength less than 1.00 indicate ">24kn" which is 'greater than 24' and not 'greater than or equal to 24 knots'.
