Note: the Russian Federation Navy uses the term "Aviation Cruiser" as the generic term for an aircraft carrier. According to the current nomenclature, the Avianesushyi Kreyser ("Aircraft-Carrying Cruiser", abbreviated AKR) refers to the classic carrier engaged in fleet duties, while the term Protovolodochny Kreyser ("Antisubmarine Cruiser", abbreviated PKR) refers to the merchant vessels converted into "escort carriers" for use in antisubmarine warfare. The TAKR ("Tyazholyi Avianesushyi Kreyser", or Heavy Aircraft-Carrying Cruiser") is a subset of the AKR type, referring to particularly large aircraft carriers.

Strashniy is the first Russian aircraft carrier designed as an aircraft carrier. His hull design is a modification of the Sviatoslav class heavy cruiser.

The main changes from his 1938 refit are:

- Addition of radars and combat information center
