You might think of this as the widened front half of an Atlanta-class CLAA and the widened rear half of an Agano-class CLV. Its main battery is the 125mm DP gun - three mounts on the centreline forward, one on each side amidships. Three 57mm AA mounts are placed on each side, and two additional mounts on top of the aircraft hanger aft. Torpedoes are omitted as space is likely limited and the ship does not have a primary anti-surface role.

The ship's primary feature is the aircraft handling facilities. By way of comparison with Agano/Oyodo, this hull is shorter but wider; I'll guess that a catapult and six aircraft is feasible, though there's miscellaneous weight for more.

The ship would have two roles, and it could conduct either role in defence of trade (convoys) or major warships (task forces):

1) Scouting and submarine suppression with aircaft.
2) Air defence with the main battery.

A limited third role would be anti-surface action; although not really up to slugging it out with light cruisers, all those 125mm guns would not be good for an armored merchant cruiser or small raider.

Savings could be generated by reduced deck or side armor, or by reducing speed, though the latter would restrict the utility of the type in supporting major warships.
