East African State Naval Agreement

The Republic of Italy and the East African State do hereby agree to the following terms with regards to naval conduct.

I. The East African State agrees to leasing basing rights to the Italian Navy at the port of Massawa. This lease will last for 49 years or until both parties agree to mutual termination of the lease. The Italian Navy will pay for any needed facility upgrades.

II. Italy agrees to commit to major upkeep of existing and future EAS Navy ships while the lease of Massawa is in effect.

III. Italy agrees that the East African State will have the right to match any bid on ships that are being payed off from the Italian Navy.

IV. Italy agrees to provide for joint exercises between the EAS Navy and the elements of the Italian Navy based at Massawa.

V. The agreement will enter into effect on January 1st, 1944 and be valid for the duration of the lease of Massawa.
