The United States Ambassador to the League of Nations Mr. Edward Stettinius:

With the clarification of the status of the powers of the Indochinese government, the United States also votes Yes.

Romania also supports the move. I do believe for this sort of thing the procedure is for the Assembly to vote, and a majority is needed to allow a new member so Yugoslavia's vote also counts.
