Argentine Scout Cruiser Design Contest

The Argentine Navy is issuing a new requirement and welcomes designs from all countries willing to design a ship for this export order. Four ships will be procured from late 1932 or one pattern ship and the rest built in our yards.

The Argentine Naval Construction Committee has outlined the following brief specification to allow designers the most freedom. The winner will be chosen on the basis of cost, firepower and innovation.

Here are the requirements:
1) Displacement: between 3000-5800tons normal.
2) Armament: More than eight guns, 10x130mm, 12-15x100mm, 6-8x6in is what the Navy is currently loking at. Any other calibre from 4.5in to 6.1in will be studied. 6-8x37mm and 6-8x20mm AA required.
3) Torpedoes: 4x600mm minimum, 8x600mm good, 21in may be acceptable. Must carry 36 DC and be equipped with sonar/ASDIC and have ability to carry 12-24 mines. No aircraft needed.
4) Armour: Minimum acceptable 20mm belt over machinery and 20mm deck. 50mm over magazines only and 20-30mm deck may be acceptable as would 50mm over engines. If 50mm full belt and 30mm deck armour be doable without too many compromises then we would be pleased. CT 30-70mm, guns 50-30mm on main mounts.
5) Speed: 33kts minimum, 35-37kts needed.
6) Range: 6000-7500miles at 15kts
7) Seakeeping: must be at least 1.20 and more would be better. Steadiness of 50% required.

Only mounts 5x152/53 guns but I think its worth it to keep the size small. The 152mm guns are in electrically powered weatherproof mounts (8rpm) with the majority aft. Twin 152mm guns would probably be too much for the hull.

The engine room extends above the waterline and the belt covers all of it, no matter what the SS report says. SS puts the coverage needed as longer than the ship. Instead of extending lengthways I've gone upwards instead which is why the height of the belt is 3.82m instead of the default 2.48m

Argentina is very pleased with the quality of the designs posted so far. Also the inclusion of SAE and Nordmark bids is a welcome surprise.
I have some further points. Countries are not limited to one design, if any feels that another design may better, or even a variant of any existing design (I do like Hooman's 1934 Destroyer Leader) then another submission is allowed.
Now that Argentina is license building Italian 100/130mm guns any ship brought with 130mm guns will be fitted with our guns. We are open to better and heavier guns.
Final closing date for entries is Friday. Design will be chosen on Saturday, or if no design meets approval, very unlikely, a new round will begin. Politics will now also be a deciding factor, an SAE or Nordmark ship may well be chosen. Chile will not receive any orders, exploding keels don't appeal.
