The appearance of such vessels suggests that the French Navy is expecting an influx of casualties, or is there some other purpose behind their appearance?

Some other purpose, yes - if they're built. The smaller design, the Paix, is intended to serve in the French colonies (and elsewhere, if required) as a sort of mobile hospital - more for civilians than the military, although she'll wear proper hospital ship colors. Tranquillité and Sérénité, if built, would serve the same purpose on a larger scale.
