Petain Refit

Proposed 25% refit of the Petain-class coast defense ships. Refit of one to two ships only is being considered.

Changes:
- 0.5m bulges added for stability
- Removal of floatplane
- Replacement of 1925-dated 120mm and 40mm with modern 100mm DP and 40mm guns.
- Addition of radar and other modernization features.

Looks to be a reasonable sim, given the limitations of the original hulls. I agree that doing the entire class would not be cost effective.

At least for the moment, I see the ships being kept as much for fire-support duties as for actual coast defense, which has evolved slowly to include more aircraft and such. The ships still have a useful role to play, I think, even if their heyday is past.
