Peru news 1944

Since the last elections, in July 1941, Peru enters in a peace & prosperity period.
All economic, social & military sectors enter in national reconciliation period. Most of the people hope to rebuild a quiet country.
In 1942, the Congressionalist Government of Prime Minister Baylon impulse a right & efficient politic in all sectors: (Yes thats possible!!!)
Transports, cultures, health, sanitation, drinking water, schools & universities...

A new Ministry of Defense Joan Domenico Franco was named @ the beginning of the year.
He defines, in accordance with the President Luis Galvez a Plan to complete Army & Marina rebuilt by the Doctor Witenor from 1938 to 1943.
The new Defense Minister, Joan Domenico Franco hopes to give a small projection force to the Marina.

In the Marina Plan, 4 major ships are registered:
To work with carrier Lima => 2 x 8400t light carriers laid down in 1945 & 1948
Named Atahualpa & Inca Roca (Airwings composed with Italians planes)
To work with cruisers Almirante Villar & Almirante Grau => 2 x 13700t heavy cruisers laid down in 1946 & 1949 named Ilo & Huascar .

The government notes that these ships could be built by friendly nations, especially for the carriers. Year budgets are finalized & couldnt be modified.

Secondaries constructions registered:
- 3 x Destroyers Almirante Deganio class 1400t-1450t Destroyers class are going to be built per year.
- 2 x 750t Submarines => P16 & P17 in 1945 & 1946
- 12 x 200t Subchasser & Minesweeper
- 1 x 1000t transport ship => Alpamayo
- 2 x 1000t Fleet Oiler
- 12 x 36t new River Patrol Boats to work on Amazonas, River Madre & Lago Titicaca

Promotion, Almirante Rinaldo Rufino, (The winner of Ilo battle) is named Commandante del Marina

Status of Borders Policies

1- Maintaining security and public tranquility.
2 - Prevent, combat, investigate and report crimes.
3 - Ensure public safety.
4 - Stop all traffics & all form of Criminality noted in the Constitution.
5 - Investigate the disappearance of individuals.
6 - Ensuring freedom of movement and control vehicular and pedestrian on the public roads and ensure the transport vehicle and rail, to investigate and report accidents, and keep records of vehicle for law enforcement, in coordination with the authority responsible.
7 - Intervene in the carriage by air, sea, river and lake in their actions.
8 - Monitor and control the borders and enforce the laws on control of migration of nationals and foreigners.
9 - Comply with the Judiciary,
10 - Participate in the implementation of the provisions on the protection heritage archaeological and culture of Peru.
11 - Ensuring the safety of goods and services, in coordination with relevant state bodies.
12 - Participate in National Defense, Civil Defense and the economic and social development of the country.
13 - Exercise to identify the persons for law enforcement purposes.
14 - Exercise such other functions as provided for in the Constitution and laws of the Republic of Peru.

15 - Cooperate with Colombian, Brazilian, Bolivian & Chilean Borders Police Forces especially for criminals & traffics. All different actions required by a judiciary. Generally, Assistance & Cooperation is recommended with all neighbors Police borders forces.
