Why is Australia paying Germany of all countries for an airship?

I can't see Messrs, Vickers and Armstrongs being happy about this. There are R100, R101 types and larger trans-atlantic versions to choose from.

The United Kingdom insists that, if Australia is to proceed with the purchase of a German airship, at least twice the number of British airships must be purchased.

Former?

Australia and Canada are still Dominions of the Commonwealth of the United Kingdom.

Even today Queen Elizabeth is still the head of state of Australia, Canada and New Zealand (and a few others).

When Atlantis purchased its two ZRS types from the US we didn't have a cost in game terms, just in role playing terms. As for Australia buying a zepp instead of a British airship, it makes some sense since R-100 and 101 have yet to fly in WW and it might be a few years before they are in a position to sell one to Australia. Germany's in a position to deliver one much sooner.

Colony: a geographical area politically controlled by a distant country

They are Dominions of the Commonwealth, similar to being federated states but not quite the same.

Imagine the USA without federal laws. Laws are only made by states and are left to their own devices. On issues of foreign affairs/defense (not so much today) the states work together underneath the president because it is in the state's interest to do so.

Australia became indepent in 1901 IIRC, i.e. UK no longer had political control over internal affairs. They had influence, but that is an entirely different thing.

So Australia waits until they can buy one from Britain.

The agreement was; Australia buys finished goods from Britain (e.g. warships) whilst Britain provides a market for Australian goods.

Australia buying from Germany is economic suicide.

Unless they've found better markets in the Pacific already.

Also the Australians seem to be an impatient in Wesworld.

First off, the zeppelin was bought by a private ompany (Australian Trans Pacific Airlines ATPA) I just used the materials to represent the trade as a zeppelin would not cost that amount, it could be considered say goverment subsidies for the company. The reason for buying a german ship is that first of all R100 or R101 have not flown enough yet. Germany has alot more experiene in passenger zeppelins and the flight of Graf Zeppelin has turned heads. But for military zeppelins I will buy British ships. I have plans for two improved R100s whih will probably be ordered very soon.
