You'll get an aye from Japan after one minor change is made to the "3. Withdrawal of all foreign troops in Lithuania" bit as LoN forces are no doubt 'foreign troops' as well.
As its vote, and comments have been missed by most people, Nordmark repeats its Aye vote.

True, but they would be there before the foreign combatants left. Perhaps change the line "Withdrawal of all foreign troops" to "Withdrawal of all foreign combatants except those authorized by the League"?

As it stands now, with 9 'aye' votes and 4 'abstain' votes (two of them forced), there will be an 'aye' majority. Not enough nations left for 'nay' and a chance to overturn the plan.

I think we should wait for the last two votes but already calls from the diplomatic delegations should be on the way asking all sides to disengage. IMO it's late on the 17th or early 18th morning.
I totally agree, but as it is now, something really strange must happen in order for the Persian plan to be overturned...
... Russia being thrown out of the LoN in OTL comes to mind...
I think its safe to say the U.S. would vote Aye if the Atlanteans, Germans and British all voted Aye.
