Tiny infrastructure question

Preparing the Q3 report for Bulgaria and I ran up against a humdinger. Can I build a ship in a drydock, or does it have to be on a slip? I recall reading somewhere that I could, but I can't find any mention of it anywhere in the infrastructure rules. ELP!

Er, also, I was curious about the transfer rules for purchasing existing warships. I thought the rule was 30% of light displacement - 3% per year of service. But if that's correct, then if Bulgaria wished to buy, say, Yavuz (I'm campaigning for her)... that's .3*21,565 = 6469.5 tons, (3*26)=78%... I'm confused!!! ?(

Ships can be built in a drydock, but the usual rules apply.

Canada does it all the time, having preferred to build multi-use drydocks as opposed to single-use slips.
